What flag is this?

This is probably new news for everyone, but I've been into vexillology for quite a while. And I came across this flag which I just can't find belongs to what organisation or body or what nots. I do know that its from Australia. Can my Aussie friends help me out with this? And what is that lotus flag in the background? It looks like some Buddhist Hindu thingy.
